Turned out the talk was about the market for various kinds of drugs and technologies that operate at the neural level, to help people deal with everything from depression to Alzheimer's. Basic argument is that these are tremendously undermanaged, and cost societies a lot of money.
Overall it was interesting, but I came away hoping that some of the people who opt for neuroenhancers that make them a lot smarter will figure out how to deliver clean water to the several billion people who don't have it-- trickle-down innovation, as it were.
